Hulu, the online repurposed TV content aggregator co-owned by NBC Universal, News Corp. and The Walt Disney Co., for the first time streamed more than 1 billion videos in December, according new comScore data.

The average Hulu viewer watched 22.9 videos during the month, representing another all-time high for the property.

Despite the milestones, Hulu, which is reportedly mulling a pay-per-view service in addition to the current ad-supported business model, represented just 3% of online monthly video streams, but second behind juggernaut, YouTube, with nearly 40% market penetration and 13.2 billion videos viewed.

The social video behemoth is owned by Google Inc.

Reston, Va.-based comScore said nearly 178 million viewers watched an average of 187 videos per viewer during December. Google sites (which is 99% YouTube) attracted 135.8 million unique viewers during the month (97.5 videos per viewer), followed by Yahoo sites with 59.8 million viewers (9 videos per viewer) and Fox Interactive Media with 56.8 million viewers (9.7 videos per viewer).

Other online video sites included Microsoft sites with 1.7% market share and 561,000 videos viewed; Fox Interactive Media (1.7%) and 550,000 videos; Yahoo sites (1.6%, 539,000 videos); Viacom digital (1.1% and 373,000 videos); Turner Network (1.1%, 367,000); CBS Interactive (0.9%, 297,000); Megavideo.com (0.6%, 210,000); and AOL with 0.6% market share and 210,000 video streams.
